Peel and chop the potatoes in large cubes, place them in a pot and pour cold water. Add salt and bring them to a boil and let them simmer until cooked (20 minutes);
Finely chop the onion and sauté it in olive oil with some broth. When soft, add the carrots and pour some stock;
Add in portions the minced meat with salt and pepper. When you’ve put it all, add peas and tomato paste. Let simmer for another 5-6 minutes;
While the potatoes are still hot, mash them well, add butter and parmesan and mash until smooth;
Pour the minced meat into a baking tray without letting any liquid in it and spread evenly. Then with a spoon distribute ½ cup of the cooking broth;
Spread the mashed potatoes evenly on top and rim with a fork;
Bake in preheated oven at 400℉ until the potatoes ate golden (30-40 minutes);
Serve hot and garnish with finely chopped parsley.
